Reuben Portanier founded Avviza Advisory in 2014, and heads the gaming advisory practice providing licensing, compliance and strategy consultancy. Reuben is the former CEO of the Malta Gaming Authority and is a C-Level professional with executive management experience in the consultancy, technology and gaming sectors. In 2016, Reuben co-founded AfilaXion, an affiliate management advisory practice.

As the CEO of the MGA, the Authority registered a 34% increase in licensees between 2009 and 2013, with the sector’s share of GDP increasing from 6.5% in 2009 to 10% in 2013. Under his management, the MGA embraced mobile gaming regulation, initiated the process in identifying how online gaming operators could use cloud technologies in a regulated fashion, established the frameworks for the establishment of the Responsible Gaming Foundation and the Gaming Malta Foundation. In 2012, Mr. Portanier anticipated that the digital and social skill gaming sectors would converge towards embracing the concept of monetary awards for their players and consequently spearheaded the drafting of regulations for ‘games of skill with prize’.

Mr. Portanier was also one of the European Commission’s Expert Group Members on the European Union Action Plan for Online Gaming and was the author of Malta’s submission to the European Union’s Green Paper on On-line Gaming.

In 2013, Mr. Portanier was awarded as one of the 50 most influential persons in gaming by the Gaming Intelligence Magazine. Mr Portanier also served as board trustee with the International Association of Gaming Regulators (IAGR) and as from 2015 is a member of the International Association of Gaming Advisors (IAGA).
